finding不会suggest. 虽然正确答案A中用了by the finding...., 我认为它跟主动并不完全一样. 因为by有"通过, 根据"的意思.

I cannot agree on this point: finding不会suggest
Based on Longman dictionary:
a fact or evidence can take the action of "suggest"
As following examples sentence from Longman: 

Opinion polls suggest that only 10% of the population trusts the government.
The evidence suggests that single fathers are more likely to work than single mothers.

So here, I believe the reason why to use is suggested by may be the logical subject of the action of suggest is too long to be put into the beginning of the sentence.

The school board ruling（主语） （mandating that physically handicapped students be placed in regular classroom settings whenever possible修饰语） also assured （谓语动词）children （宾语）（with reading problems定语 )of special aid.
这才是句子划分。要是说mandating 打错了，那also 应该改成and 才是， 而且要用mandated.

查了词典：有词组assure A of B，意为向A保证B。本题中即“向有阅读障碍孩子保证提供特殊帮助”。
