题目说 就算给farmer提供补助也不增加今年预算

A中说，  政府尽管h提供了补助花了钱，但是政府又可以多收税

A中说the government lost revenue from taxes，明确了政府税收会下降，怎么又是多收税呢？

这题应该算是support类的，出现无关的信息并不能作为排除的依据。另外从意思上，整体的supply减少使price上升，不就会增加税收吗？

虽然B也有些牵强，但我感觉A是完全错的。。。

问题是 下面哪个是解释结论的基础
