part1-71和part2-78题干差不多为什么一个属于方案一个属于因果，求大神指点！

该论证中显然涉及到了一个方案，而且该方案没有被评估过（论证中最后一句话是方案的内容介绍），所以我们由此可知，本题肯定是方案推理。

我是这样想的，第二个的话 plan后面跟了个从句（说明并不是独立存在的，一般如果方案后面跟着个Which,that从句的话应该就是解释说明方案原理的，所以就不能说是因果了吧。），是解释这个PLAN原理的，也就是解释这个方案，然后后面WITHDRAWL打头的句子也是在解释前面方案里提到的Withdrawl的后果，总之这些都是在围绕方案作解释，而不是论证这个方案的可行性可接受性或者是否定性副作用。所以第二个是方案，但是第一个的话，我觉得由于句式结构的不一样，后面的句子全部是独立的，所以不能直接判断是解释方案的原理了？更像是说明这个方案为什么可以改善长期存款率，而不是解释方案的原理了。

好像你说了有点明白  但是有一点能麻烦你再解释的清楚点嘛 为什么第一个题里面句式结构变成If...以后 就解释了为什么方案可以提高长期存款率？  谢谢啊！！
