也就是公立学校的教师工作不会减少

那么B选项指出经济好的年份公立学校学生少。那么经济不好的年份公立学校由于学生多了，在教师/学生比例不变的情况下，教师工作机会只增不减。
符合题意。

A选项指出教师/学生比例；无关
C指出经济变化前后教师比例，貌似有点关系，不过这个只是指出现在公立学校雇佣更多老师，对结论加强不大、
