C为啥不对？with引导的独立主格修饰that宾从，莫非with前面不能加任何修饰成分？有这个说法不？
另外B的which修饰谁？

here it is the <drug and alcohol abuse>--that cost business more than $100b.

B: clear. here which refers to<drug and alcohol abuse> A of B (modifier could potentially refer either to "B" by itself or to the whole unit "A of B". It's up to context to determine which)
