The following appeared in an editorial from a newspaper serving the town of Saluda.
“The Saluda Consolidated High School offers over 200 different courses from which its students can choose. A much smaller private school down the street offers a basic curriculum of only 80 different courses, but it consistently sends a higher proportion of its graduating seniors on to college than Consolidated does. By eliminating at least half of the courses offered there and focusing on a basic curriculum, we could improve student performance at Consolidated and also save many tax dollars.

Manufacturing site location is an important consideration in determining theoptimal deployment of a firm’s production resources, but one that is usuallygiven only limited attention. Decisions about location are often based purelyon quantitative analyses that trade off transportation costs, economies ofscale, and other cost-based variables. This practice, however, can lead tosuboptimal results, as decision-makers tend to focus only on easilyquantifiable factors. A further disadvantage of strictly cost-based methods isthat they tend to focus on cost advantage factors, which are often transitoryGovernment regulations, tax systems, and exchange rates can quickly change.Strategies based on such parameters may eventually be rendered obsolete by thevery factors that first created an advantage.
      In contrast, qualitative issues, which arefrequently neglected in choosing manufacturing site locations, are oftencentral to creating and supporting a competitive advantage. For example, thelevel of skill possessed by the local workforce varies with location;consequently, location can affect the ability of firms to implement skill-basedprocess technologies. When formulating a site location strategy, companiesshould therefore emphasize qualitative factors to ensure that the chosenstrategy supports the company’s overall business strategy. Only afterestablishing a set of desirable location options should companies refinechoices using cost-based factors.
