第2题的D和E还是挺好区分的

题目第一句就是Automobile emissions are a significant source of air pollutants。。。只是说是污染的重要来源,跟D说最多污染来自power plant不冲突,而且D错,主要是power plant在此与题目无关,这两者谁更显著只能说明plan如果放在处理别的问题上可能效果更好,并不能说明现在的plan不能达到目标,是无关选项。

E直接表示,尽管汽车尾气减少了,处理废旧汽车的过程会造成更大的污染,那么与plan的初衷要降低污染相背离
