我觉得从阅读的思路来讲，on the other hand一出，一定是一个对比，作者态度一定是一个复杂态度，而不是单一的支持或者反对；所以如果前面是否定了（ill-conceived），后面就一定是肯定了（sensible preservation strategy would be assist farmer）。从而只有答案是说在评估，而其他都是说支持或反对。
我觉得还是要读通原文。
