well, i think we are misunderstanding americans. They do say grades are not everything, but at the end of the day, you see that high gpa students get the best jobs, and get to the best graduate schools.
Americans do not ignore grades, they say so to mean it is not EVERYTHING, but that means you have to do MANY MANY other great things to prove that despite your grades, you have great potential as well...
To be honest, I think it is easier to have higher grade, then to do many other work to compensate for the low gpa.(You have to communicate especially well with the professors, you have to have stunning research experience, etc.) And I think lz is right in the sense that most people are competing with other Chinese students. While everyone else is so strong, you had better be very well-rounded...

As to potential, forget it god knows.
As to Americans, I really doubt if there are any American students left in most programs. Maybe the top programs like chicago will have more than half locals.
