In large part 作为副词修饰explain, 只是说明对原因的确定程度，并不代表人数比重的多少。在政府机构往往可能是几个关键职位的拖拉闲散，造成整个机构效率的降低。由此III没有确实的根据。如果III不能成立的话，II 也就无从谈起了。

我说的牵强是觉得INFER题目中很忌讳选项中出现一些新概念和新比较。3中的道理很难从题干中推出。
