I think B is the anwer!
B said "an upscale clientele would be interested in a housewares catalog".
(1)If we look at the stem, we can see this housewares catalog is catalog having the same concept, in other words, magezine-like format catalog.
(2)If you think that it lacks "magazine-like format key" word, the ans. should still B.
Because if an upscale clientele do not interest in a housewares catalog, a large scope including magazine-like format catalog, that means they do not like any housewares catalogs, therefore the concept would not be successfull for sure.  

D seems irrelevent to the argument in question, for not only copywriter and graphic designer can make this concept a reality, a good computer software may just do the trick.
