You ask me for the exact meaning of words? I thought you should look it up in the dictionary. Here is what I found:

Surgeon: A physician specializing in surgery.
Physican: A person who practices general medicine as distinct from surgery.

Operation: A surgical procedure for remedying an injury, an ailment, a defect, or a dysfunction.
Surgery: A surgical operation or procedure, especially one involving the removal or replacement of a diseased organ or tissue.

You did not give the question. I assume this is an assumption question.
Reasoning in argument: A-->B. Assumption: Not C-->B

hehe...I am confused now.

What I understand is that the conclusion of the argument is that the reason why there are more operations in US per year is that there more more surgeons in the US. The assumption in the answer is just a typical GMAT answer: It is not because American simply need to have more operations (it is not another reason).
