题目意思：尽了保护和宣传的努力，但还是没能确保manatee的安全

那就是选选项能表明：还有不可控制的因素导致不安全


B、C的意思：effort没做好。判断思路：为什么你说尽了努力还有motorboat在那里？还有游客没有这个意识？  所以我认为这两个选项是在讨论它的effort的效果
D、E无关

但是答案不是A。

我在b和c之间纠结。。。我觉得是b，因为游客没意识，但是文章也没说游客会伤害这些动物，所以c感觉不是...

为啥是bc呀？

我发现这题考得更细，A选项中有个“several”， 但是题目中的是none of，因此对应的范围有问题
