请问大神用Helr的方法如何区分方案推理和因果推理呢？Helr解释说在目标方案的框架下，看方案是否被讨论过，也就是方案的优势是否被讨论过，如果没有则为因果推理。那么请问下面这道题，为什么不是方案推理而是因果推理呢？目标：修理桥面。方案：暂时关闭大桥。暂时关闭大桥的这个方案在论述中并没有被讨论过。
The new bridge has alleviated downtown congestion and has saved commuters' time. Unfortunately, the constant use of the bridge last winter created numerous potholes which resulted in many accidents. If the bridge is not resurfaced before next winter the bridge will become unusable. So, the bridge must be closed temporarily.
