为什么选E呢，完全没想明白....取消出口关税，farmer就能把更多unprocessed cashew卖到国外赚更多利润，结论：urban更多人失业，问削弱？？？E说的不是种其他作物的农民利润少了于是进城，而城里processing plants进的unprocessed少了，这不会更多人失业，加强么......

楼主，这句不是减税是增税啊。
然后以下为个人的理解：
removing the tariff would seriously hamper the government‘s effort to reduce urban unemployment over the next five years.结尾句中，给出了个结论，说如果去税的话，会阻碍减少失业率。所以对这句的同义句是：要有税的话，(注意这里用的是the tariff,是the进行修饰的，是前面出现过的a high tariff on export.) ,会不阻碍减少失业率。
所以这样看来，即使最后的结论句有个however,但是从句子意思上来看还是还是支持施加出口关税的。
好的，我们再来看选项。
题干问的是weaken,weaken很重要一点就是，不能导致结论中的情况。根据前面的分析，结论中的情况是：“要有税的话，(注意这里用的是the tariff,是the进行修饰的，是前面出现过的a high tariff on export.) ,会不阻碍减少失业率。” 这样的话，要选择的出来的结果（要weaken）“是会阻碍城里人减少失业率。”

做完本题，提醒楼主，其实也是提醒我自己，因为我这道题目也做错了，1） 要仔细阅读，不能理所应当的看见however这类的词就直接认为是什么态度了，需要根据语义进一步判断。2） 同一个名词的指代需要上前文找一下，比如这里说的tariff, 用了the定冠词，说明前面是已经对这个tariff有了限定，就不能够直接理解为，新的别的tariff,而应该向前寻找到这个究竟是什么样的tariff.

额，一不小心打了这么多字。
