题目答案是 B 但是我不理解： unnecessary procedures 和 B 中说的 unrelated factors 有什么关系？ 用斑竹说的排除法这题目应该怎么做？正确的思路应该是怎么样的？

楼主可能没理解题意吧。加强题，论点是该三种病动手术的频率有悬殊的地区差异是因为冗余的手术程序造成的。

The variation is unrelated to factors(other than the surgical procedures themselves) that influence the incidence of dieases for which surgery might be considered. B选项的意思是差异和其他可能影响动手术频率的因素，即需要考虑动手术的该疾病的发生率，没有关系，也就是说不是因为各个地区的发病率差异，这样排除了其他干扰因素，从而加强了本题的论点。
