这句换的意思是：“投资人对管理技巧的攻击是否绝不是为了反生产”（中文翻译后，这句换作为主语，太长了，所以我加个引号）是令人质疑的，但是在这个情况下投资人对管理技巧的攻击显然是不合理的。
更直接的意思是：投资人对管理方式进行攻击，除了反生产这种原因外，是否是出于其他原因是令人质疑的。
即 作者倾向于否定投资人对管理方式进行攻击是出于其他原因，也就是说作者倾向于认为：投资人对管理方式进行抨击就是为了反生产。

关于counterproductive的意思，有人翻译成适得其反的，这是不对的。应该结合文章来理解counterproductive。
因为原文说了a recent rise in its inventory of finished products（成品的库存增加），投资人认为应该slow production（放慢生产），所以投资人说公司管理不当是为了“反生产”，即是为了让生产降下来。
