当然是og的对，GWD的来源不是１００%准确，是大家一致认为的。

本来这应该是因果推理的，但是问题在于后面还有一句话，就让推理变成了方案的
再加上问题问的就是方案的可行性
方案的目标：**reduce the number of prank calls **hampering people’s ability to report a fire.
第一个是方案的可行性，真的可以减少吗？第二个感觉更像是副作用，这样做真的不会有害吗？
