本题要解决Crowding拥挤，要么增加车，要么关注拥挤的时间点；

你的思路只聚焦增加车上了，所以就钻在B项上，拔不出来

可是题干中说了，车增加的没人增加的快，所以B是不对的

D项是聚焦在 off-peak hours时间，所以增加很少的车就解决了Crowding

楼主：增加的不是可替代subway的bus trip service，而是bus trips on the route that CONNECT to subways。
请注意大写的CONNECT。

首先，D肯定更符合加强的需求。

但个人以为B也是可以说得通的，增加了bus trips（频次），可以理解为滞留在车站上的人就少了，而增加bus lines（线路）到有可能导致乘地铁的人更多，但其实也未必，也许新增的线路还导致分流了可以选择换乘的人员，这个有不确定性。

个人觉得，有不少逻辑题，出题者的考虑未必很严密，至少大家对一些常识的理解并不完全相同。不过在考试时，时间很紧，我们挑出相对最合理的即可，没必要跟GMAT老头较真。

我想问D选项如果只是把时间改在非高峰时间，那么高峰时间的人流拥挤问题还是没解决啊

请注意题目结论中的due to，典型的因果结论型，只要关注因果关系本身就可以了，加强因果关系的方法：消除他因，有因有果，无因无果，因果没有倒置，或显示数据资料没有问题。
D选项说明数据资料没有问题：增加的乘客都在非高峰期——>拥挤确实没有增加。正确。

D选项后面有when给了一个说明，现在非高峰期的train利用率不高。如果预计的人数增长都是在非高峰期，而非高峰期的车子现在还没有被完全利用，那么就解释了为什么可以只增长5%的车次去匹配20%的乘客增长了。
