C其实是无关的，私人的和postal service得比较，不能说明谁好谁坏。打个比方，小明和小王，小明比小王坏，不能证明小明就是坏人。说不定他们都是好人的一类，一个是best,一个是better.
E 是因为CPI（她写了overall,那么包括 postal service),基本上涨了300%，但是原文上价格上涨了10倍 （诶，这个我刚才没有看见percentage,以为涨了300倍，那么300〉10，所以削弱，但是现在其实涨了3倍，3《10，没有削弱阿）

哦，那么对了，这个问题是不能weaken德，这个e就是的，CPI上涨的比postal的慢，那么postal没有理由，又贵又质量差，所以就是badly mismanaged

Explain the reason why the price has increased a lot.

HOWEVER, I think E is either right because it also offers some supports for the increasing price.
