Let's use an analogy.  Among the students who entered a MBA program, half have GMAT scores and half have not.  However,  those without GMAT scores got accepted because they knew the director in charge of the admission.  Would this information weaken the conclusion that GMAT is useless in the application process?

E says that those who wrote business plan reported that by writing a business plan, they become more confident in their future success for operating their companies.

E) does not help the above people secure one penny of their funding!
