那我的理解是：
发言人认为那些公司不来他们这个州是由于他们不好的道路系统啊，于是他blablabla的阐述了其实这个州的道路系统有多么多么的好。
要削弱的话，可以说其实这公司不来这个州的原因时他们的劳动力不足的关系。而不是什么道路系统不好的原因。
这样的理解哪里错了？
