楼上的那位同学已经把结构说清楚了；
LZ选了哪个呢？  其实这道题出的有点小trick，第二个划线部分不是划的整个疑问部分question(whether...)，而是concluded that的内容:for a given level of output Delta’s operation now causes less fossil fuel to be consumed than it did
formerly.  因此在判断第二个划线的时候就不能作为一个疑问句，疑问来处理；而是作为肯定的来读 就知道它是一个陈述结论型的句子；它只能是结论的内容；判断它是结论后，第一个划线和它的关系就容易理解了                   不知有没有说清楚，希望有所帮助哈

今天终于明白这题的第一个黑体部分的作用：述说一个事实: 用新技术部分地替代旧技术这在一定程度上能够说明新技术优于旧技术,否则就没有替代的必要,因此它是用来支撑结论的,而不是阐述结论的。

不过第二个黑体不是起支持作用是为什么？还是有点糊涂

第二部分是个陈述句 它是这个argument的conclusion。并不是起支持作用的。
我也不是很明白第一句为什么是起的支持作用 可能是因为公司转换能源结构就是因为结论是它省能源 所以是支持吧。。
