The cotton farms of Country Q became so productive that the market could not absorb all that they produced.Consequently, cotton prices fell.The government tried to boost cotton prices by offering farmers who took 25 percent of their cotton acreage out of production direct support payments up to a specified maximum per farm. 农民把25%的地不用来种cotton,以农场为单位会得到具体的最高补偿金戈铁马

(A) Depressed cotton prices meant operating losses for cotton farms, and the government lost revenue from taxes on farm profits.

(B) Cotton production in several countries other than Q declined slightly the year that the support-payment program went into effect in Q.我想多了,我想别的国家产量下降,那Q可以出口创收啦。。。我又不是领导人。。。怎么可以这样臆测。。。。
(C) The first year that the support-payment program was in effect, cotton acreage in Q was 5% below its level in the base year for the program.

(D) The specified maximum per farm meant that for very large cotton farms the support payments were less per acre for those acres that were withdrawn from production than they were for smaller farms.

本以为下面的选项里面会有写关于付的钱比价格增长带来的收入增加少之类的话,但是一个都没有。。。。。

The government's program,if successful, will not be a net burden on the budget.这个计划如果成功不会带来预算负担,问哪个选项能成为解释的基础。。。
只有A靠边。但是我觉得这题别扭。。。。A的解释是向前解释,没有对这个program本身的作用作评价。。。。

第一次选择了C第二次选了B。。。。

排除法选A。其他几个错得挺明显的。
A可以理解是cotton price下降意味着cotton farms的运营损失,因此政府从cotton farms的利润中所得到的税收减少了。而政府提供的补助来自于税收,税收减少相应的补助也减少,所以并不会形成负担。

排除法选A。其他几个错得挺明显的。
A可以理解是cotton price下降意味着cotton farms的运营损失,因此政府从cotton farms的利润中所得到的税收减少了。而政府提供的补助来自于税收,税收减少相应的补助也减少,所以并不会形成负担。

我认为这个解释有失偏颇。A选项实际上是对题目中“Consequently, cotton prices fell”的后果做出的解释,而非对政府采取的措施的后果做出的解释。应该进一步考虑,政府措施的目的一旦达成,即cotton prices 上升,那么government revenue 上升,budget 的来源增加,不会产生burden。个人愚见,请再考虑。
