本题答案是B，B是可以的；但D为什么不对呢？完成段落的部分应当表达的是一个能够（“避免过度限制”）“avoid excessively restrictive controls ”方案，D中的方案是仅对"reach North Sea"的污染物进行控制（对于没有"reach North Sea"的，可以不控制），不正是一个（“避免过度限制”）“avoid excessively restrictive controls ”的方案吗？

本题答案是B，B是可以的；但D为什么不对呢？完成段落的部分应当表达的是一个能够（“避免过度限制”）“avoid excessively restrictive controls ”方案，D中的方案是仅对"reach North Sea"的污染物进行控制（对于没有"reach North Sea"的，可以不控制），不正是一个（“避免过度限制”）“avoid excessively restrictive controls ”的方案吗？

B肯定没问题的，防止错杀。但是D说仅仅限制当前出现的污染物。但是注意，这里和B不一样，说的是pollutant，也就是说已经明确知道是污染物了，那么即使他现在没有出现，也应该控制，防止出现，因为一旦出现，环境又将遭到破坏，这个属于防患于未然，不能算过度限制！
