求助！！ CR bible这道题的正确答案为什么是这个？

看CR bible的时候遇到一个案例，bible给出的对文章结构的分析，以及这道题的正确答案，我都不太能赞同。求助CD大佬们，想看看你们的想法！ 谢谢！！！

疑问1：为什么选E？ 文章中提到了number跟rate都提升了，但是E只提到了number，难道不是以偏概全吗？
疑问2：书中分析，“This is a questionable argument”是conclusion……这点我不能理解，我个人认为最后一句是conclusion
