我排除了选项E是因为premise ，我理解的是前提的意思

但是第二句我怎么看都不应是作为premise的supporting啊
还是说premise在GMAT中有其他含义呢

个人的一点小意见~
这个题的C显然是第一句：增加公共卫生信息的紧迫性可能适得其反。（意思就是增加紧迫性不好）
下一个黑体字的意思显然是支持这个结论的：它可能会使人们相信这些信息过于谨慎，从而破坏所有政府关于健康的声明。
所以第二个黑体作为promise对论点进行了支持。

楼主不如说说你认为本段的main conclusion有没有，在哪里？把这个找出来，解决问题会容易点。

在曼哈顿 Guide 6中，对Premise是这样定义的，LZ参考一下：

A premise is information used by the author to support some claim or conclusion. That information may be a fact or an opinion.

其实我读E选项时候可能就不会纠结于premise，直接盯住“supporting that conclusion”了。。。。

然后这道题，首先第一句话是在摆结论：increase urgency显然不好。然后它说“it” 破坏了政府对这方面的声明承诺，是在说这个increase怎样的不好。所以我觉得是在support the conclusion。
