Uniform control是指对排放物实施“一视同仁”的控制，而不管某种具体的环境破坏由哪种具体的排放物所致。Excessively restrictive control是过度严格控制，防止过度严格控制就是防止将不会造成环境污染的排放物也控制了。

可以理解排放物分为两大类：不会造成环境污染的（A）和会造成环境污染的（B）。B下面根据所造成的具体污染不同，又分为B1, B2, B3... Uniform control是指对B1, B2, B3统一控制，防止excessively restrictive control是指不要把A也不当的划入B类。
