“removing the tariff would seriously hamper the government’s effort to reduce urban unemployment over the next five years”---意思是，撤销关税会使城市失业率增高。

I think the answer should be D if the process plants in the city still could buy raw material with a low price after the tariff has been lifted

原文结论如果免除关税会导致城市就业率下降。E选项的意思是（不免除关税的情况下）农作物价格低，会导致农民进城，（从而导致城市人口上升，而城市的岗位就这么点，也会使就业率下降）。
