本人对08prep CR2-111 有疑问~

答案是选择E。。可是我怎么觉得如果选择E的话,题目应该是strengthen呢?而现在题目是weaken.

还是我对最后一句话的理解有问题?

“removing the tariff would seriously hamper the government’s effort to reduce urban unemployment over the next five years”---意思是,撤销关税会使城市失业率增高。

I think the answer should be D if the process plants in the city still could buy raw material with a low price after the tariff has been lifted

原文结论如果免除关税会导致城市就业率下降。E选项的意思是(不免除关税的情况下)农作物价格低,会导致农民进城,(从而导致城市人口上升,而城市的岗位就这么点,也会使就业率下降)。
