The speaker claims that the standard to evaluate the extent to which a nation is great, is  the genral welfare of its people instead of the achievemnets of its rulers, artists, or scientists. I agree somehow that the general welfare is a fundamental barometer indicating the andancement and development of a nation. On the other hand, the achievements of some exceptional individuals also reflects how great a nation is. We should analyze carefully both the contribution to the greatness of a nation of the achievements of its main characters and the general welfare of the public before arriving at the conclusion.
To begin with, general welfare of the public is related to every citizens living in the nation and has a closed correlation with our daily lives. The majority of the public view the general welfare as their prior concern in the state policy decision. To illustrate this, one can keep an eye on the presidential election campaign hold this year. One of the public study indicates that about 70 percent people voting for Barrack Obama because of his attention on the health care reforming, as an important part of the general welfare. Also, many politicians states the importance of the general welfare in attrating more supporters. The general welfare means much to the public and we can never overlook its indication on the greatness of a nation.
At the same time, the achievements of main character in the nation is also innegligible. Many glorious civilizations in ancient time are remembered, applauded by the people of today because of their masterpiece in art, architecture, urban planning, and advanced technology in astronomy. Istanbul, the capital of Turkey, used to be a major city known as Constantinpole, in which there were thousands of amazing and epic palace and cathedrals of the Byzantine style. Rome, once was a center of religion, art, and politics in the Roman Empire, is carefully studied by many architects and urban planners because of its unique style in building and planning. Also, these places originating the glorious civilization are visited by millions of people coming all around the world. Both the professional experts in certain fields and the public admire these ancient empires for the achievements of artists and scientists, and give little attention on the general welfare of that time.
When people focus more on the general welfare of the public in the nation they live in, they appreciate the great achievements of main character in ancient empire. These may be explained by the enternal ego-centered character of human being. So in order to be objective and judge a civilizaion of a nation correctly, we cannot focus independently on either the achievements of rulers, artists, scientists or the general welfare of the public. Both of them holds important influence on how great a nation is. The former may indicate how advanced the top achievements of the nation is and could be a barometer of the development in science, art and education, and politics systems. On the other hand, the latter could indicate the average level of the living condition of the public, and thus reflcecting the individual's happiness and comodiousness in the nation.
In conclusion, the author's view that the indicator of a great nation is represented not by the achievements of its rulers, artists, or scientists, but by the general welfare of its people, are somewhat lopsided. The author focus too exclusively on the lving condition of the people, and cast the achievements of the main characters. To better evaluate a nation, we need to take into consideration both the former and the latter in order to be judicious and objectivity.
