我的思路是only by....说明后面不好，然后有anything other than ，所以填空的词是正态度词。

OG上的解释好像这里的anything other than 没有其他转折的作用。

OG上的说法是对的，你的理解有偏，因为有那个前提，忽略掉什么什么，但实际上是不能忽略的，所以表明那个注资的办法其实是不好的

对，注资是不好的方法，这样，provide anything other than ， other than 是除了（否定）的意思， 那这里的理解应该是： 注资提供anything 除了一个好的方法？

可是OG 上的解释是：
“only by ignoring decades of mismanagement and inefficiency ” and "provide anything other than ", taken together ,these phrase indicate that the sentence will not envision a very beneficial or successful resolution of the "financial woes". 这样我理解的话就是这个句子是说fresh infusion of cash 不是一个好的方法，所以又因为other than ，这样填空应该是“正的”

other than是个否定词，所以在你分析的基础上这个空是个负态度的词。
