答案E吧。

B C 都犯了“主题是百分比，题目却出总量”的问题。

B，纵然F消费百分比成长不如P，但总量多少是个未知数。也许总量很庞大呢？如果原总量庞大，则4.5%的成长也是巨大的；如果原总量一般，纵然9%的成长也未必会是个庞大的数字。对这类概括题，存在疑问的话一般都不能选。
C，百分比上是翻倍，但C问的不是百分比，而是总量。这就未必了。

我没细看E，因为ABCD都是错。E是需要略微计算下的，写到这就算下吧：
1980-鱼总量X，人口总量Y。
1989-鱼总量1.45X，人口总量1.6Y。
于是人均在1989是(1.45X/1.6Y)<1980(X/Y)。

感觉这题是数学的逻辑。

答案是e啊，不是c，b不对，因为前面说的是total consumption 有没有单只移民吃的，怎么能推出是移民更倾向于fish呢，c更扯，这只是一个比值，有可能本来当地人不吃鱼，现在就算上涨10%可能也不上原先占50%的牛肉。e说的是人均消耗量，因为人数增加了8%但牛肉的总消耗量却只增加了5%，牛肉增长率赶不上人口增长率，所以人均肯定下降了
