质疑一道PREP数学

            A certain city with a population of 132,000 is to be divided into 11 voting districts, and no districtis to have a population that is more than 10 percent greater than the population of any other district.What is the minimum possible population that the least populated district could have?

答案是D 。 这题的做法我估计是    设最小的区有 X 人,10*1.1*X+X=132000,X=11000。 但是为什么会假设另外10个区的人数都一样呢， 题目说每个区最多不能比其他区超过百分之10，那么完全可以是一个阶梯型的递减， 算出最小的区的人数， 也就是应该用132000除以1.1的10次方啊。 请NN指教！ 我知道PREP的题不可能错， 一定是我理解有问题！

被这个条件限定死了，and no districtis to have a population that is more than 10 percent greater than the population of any other district.应该是没有任何区比另外的区多10%。

如果递减，最大和最小必定不是最合适的，最小的情况是每个区都比最小的区多10%，相当于其他的区各分了它10%的名额，个人理解。
