B is correct.because B has weaken the logical relation between the issurance and the bankrupt.

E says the The security of a bank against failure depends on the percentage of its assets that are loaned out and also on how much risk its loans involve.

and the argument suggests the insurance is not the only reason by the word"parly"

we can't dely the insurance's passive influence though some other reasons exist.

so the percentage of its assets that are loaned out and the risk its loans involve have nothing to do with the insurance.
