3) The following appeared as a letter to the editor from a Central Plaza store owner.
Over the past two years, the number of shoppers in Central Plaza has been steadily decreasing while the popularity of skateboarding has increased dramatically. Many Central Plaza store owners believe that the decrease in their business is due to the number of skateboard users in the plaza. There has also been a dramatic increase in the amount of litter and vandalism throughout the plaza. Thus, we recommend that the city prohibit skateboarding in Central Plaza. If skateboarding is prohibited here, we predict that business in Central Plaza will return to its previously high levels.
Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation is likely to have the predicted result. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

In the argument, the author recommends to prohibit skateboarding in Central Plaza, and predicts that business in Central Plaza will return to its previously high levels in the future. To bolster his argument, the author points out that the number of shoppers in Central Plaza has been steadily decreasing while the popularity of skateboarding has increased dramatically. He also claims that there has also been a dramatic increase in the amount of litter and vandalism throughout the plaza. The argument seems somewhat convincing at first glance,after a careful reflection, however, reflects it is fraught with flaws. More evidence should be provided to account for the following questions.

The first question, which the author should answer first, is whether the coccurrence of the increased popularity of skateboarding and the steadily decreased number of shoppers can definitely mean the cause and effect relationship of the two events. Based on the corence of the two events, the author assumes without justification that  the increased popularity of skateboarding should be responsible for the steadily decreased number of shoppers. The common sense inform us that it is a poor assumption, and a myriad of other factors might result in the steadily decrease. Perhaps, the residents here are suffering a severe finance crisis,  their salaries have decreased greatly and thus cannot afford the luxury commodities in Central Plaza. It is also possible that the shops in Central Plaza cannot keep up with the latest trend in fashion, and as a result fail to attract the customers' interests. Any of these scenarios, if true, will undermine the validity of the author's recommendation.

In addition, there is no sufficient evidence to show that the dramatic increase in the amount of litter and vandalism throughout the plaza was caused by the skateboarding users. Has the author made a deep investigation about the reasons for the dramatic increase?  erhaps, it is just a false peculation of the author, without any reliable evidence. In fact, the large amount of the litter and vandalism might be resulted from the bad management of the Central Plaza rather than skateboarding users' bad behavior. Unless the author provide more evidence to demonstrate his claims, the author's recommendation is unpersuasive.

Another problem about the argument is that the author bas been blind to the unfavorable consequence of the prohibition of skateboarding. It is likely that the skateboarding users are the potential customers of the stores in Plaza, and therefore,if skateboarding is prohibited here, the number of shoppers would decrease again. If it is the case, the measure would be counterproductive to the business.

Moreover, evening assuming that the increased skateboarding users result in the decrease shoppers in Central Plaza to some extent, the authors cannot predicts that the business would retrieve to its previously high levels. If the economic environment remains unfavorable, or the commodities of the stores are so outdated that it is hard to attract the customers' attention. Unless these conditions can be improved, the business li unlikely to resurrect.

To sum up, both the recommendation and the prediction is of little credibility. To solidify his argument, the author should provide more evidence to demonstrate the case and effect relationship. In addition, he would have to rule out the above mentioned possibilities to attain a more reliable recommendation.
