The question asks you to choose one condition among the five available choices, which may enable the logic chain of the argument. There is no need to come up with YOUR OWN condition as an answer, because that choice is not among the five to be chosen from.

Sufficient assumption. If you plug in B) into the argument, the argument is enabled because if these previous illegal user would not PAY for the illegal copy any way, they will NOT buy the legal copy if the illegal ones are banned.
