What must, of course, be shown, in order to avoid excessively restrictive controls, is that __________.
The question asks for something to be shown so that excessive resctrictive controls can be avoided.
(B) any substance to be made subject to controls can actually cause environmental damage
Once the countries know what substances should be controled thus having a specific control scope, they can avoid overly controls on pollutants.
