1。简单的数学计算:对HOMEOWNER,一方面少付安装费(差价由政府付),另一方面税收增加和福利减少(羊毛出在羊身上,政府的钱来自老百姓,其中包括HOMEOWNER)。A说后者大于前者。如果将A取非,前者大于后者,则HOMEOWNER还是BENEFIT。结论不成立。故为ASSUMPTION

2。E说卖不卖的问题与结论一点关系都没。

10. Any tax relief received by the solar industry would


not benefit the homeowner who installs a solar-


energy system. Even though homeowners would pay


a lower price for solar-energy system installations


because of this tax relief, with the government


paying the balance, government revenues come from


the public.

the answer is a), still think e) is better...
