E说反了 你好像看错了题了 E说的是没有policy（without aid）会带来失业
文中说policy contribute to urban unemployment， 是指policy造成失业，所以要解释为什么执行这个policy反而会带来失业

请问一下E为什么不行啊？这些plants失去竞争以后就 无法跟国际市场的产品抗衡 于是就倒闭或者裁员 所以就increase in umemployment啦。。。。。。
