选B。。
首先 单复数搭配就排除了ACD
其次E中them指代不清
选B

撇开此题,我想问一下make it for sb to do sth

in b, the present participle "rising" is an adj that modifies the noun "interest rates". Since "interest rateS" is plural, we should use "make". If the sentence is structured as "the rising of interest rates" then it would be singular.

very good explanation except: If the sentence is structured as "the rising raising of interest rates" then it would be singular. Am I right?
