not entirely sure but likely, highly likely
to support the above view:
1). historical evidence, no excepion; everytime the pilot test ended, the pool was changed
2). GMAT wants to collect information about the pilot test; therefore, there is no reason for the GMAC to gather some unrepresentative and useless data, which contains test data both before and after the pilot test
3). Lets consider the change of the question pool last time--28th July. Why? If you do not analyze it, you won't understand GMAC's intention. Ask yourself, when was the pool changed before 28th? It was 5th July!!!
And, what happened on that day? The GMAC launched the pilot test !!!
You may say: Ok, so what?
well, GMAC intended to use one question pool to cover the entire pilot test period, i.e. from 5th July to 20th Aug; however, if they only used one pool, the period could be way too long.
So, guess what they did!! They simply chose a day in the middle of this 46 day period.

Yes, that's why it was 28th July. GMAC simply divided the period into half.
I believe GMAC is gonna change it on 20th, with a confidence level of 90%
