E没有关系，结论是unemployed people没有financial incentive 去接受这个job。所以你的回答应该和financial incentive有关，C选项说有工作的人再去找工作的话通常会比没有工作的人得到更高的pay，这也就给了那些unemployed people一个financial incentive，虽然你现在接受的这个job 工资不高，但是你有了工作以后再去找新工作就会得到更高的收入，这就削弱了原文的结论。
