也就是说space-defence project是military project? 是不是这样啊？

你没有读懂这个选项，这个选项的意思是在民用企业本来最优先要做的是The development of cost-effient manufacturing techniques ，但是如果钱都去了military project了，那就没法做了，所以不是cost efficiency

我想再问一下A选项，根据解释，如果资源都用在military project就会有很多浪费，所以应该是证明资源应该用在民用企业上啊，这个削弱能再解释一下吗？

题目是这么说的
large-scale space-defense research project 的支持者认为这个项目会给民用企业带来net benefit （净效益），支持者的理由是因为government-sponsored research将会有民用的应用，因此civilian businesses将会得到这个government-developed technology的reward（也就是说最后民用企业得到好处了）

问题问的是以下哪个可以削弱，EXCEPT，也就是说有四个是削弱，剩下一个不是

A选项说如果资源都被用到military projects上的话就不会cost efficiency了，那么原文说的net benefit就不成立了，因此是削弱
B选项是说民用企业的人才会被吸收到defense research project 中，人才流失了肯定不是好事，也是削弱。
C选项说民用企业会得到defense research project 所需要的subcontract，也就是说会成为这个project的分包商，这是好的，所以这个选项是支持
D选项说如果ZF把本来给这个research的钱用到另一个space project上去了，那么民用企业的特殊需求就不能得到很好的满足，所以也是削弱
E选项taxes和government debt的增加会严重的削弱民用企业的活力，这也自然是削弱
所以本题的答案是C
