A是正确的，但是你没觉得A是否定了计划吗？因为导致delays的原因是 天气等。那按道理说原文给的这个计划就应该实行不了，但是这个A选项居然还对了。所以，是说，做计划类题目，不用管计划是否可行，只要让目的达不到就可以吗？
