But only 20% drivers stop,if the doll increases more than 20%, enough money would be generated for the project,also!
I think the answer is B, because the authority must pay a private contractor ,maybe there is not enough money left for the project

The toll increase is designed to get EXTRA cash in order to fund the project.  If drivers stop using the toll road, there would be enough money to cover the origal goal of the toll, let alone to fund the new project.

If as you said, raise the toll by 20%, there would be any EXTRA money collected for the new project.

For B, whatever the cost would be covered by the increase in toll.

I think the answer is B, because the authority must pay a private contractor ,maybe there is not enough money left for the project

D) is the answer since if drivers stop using the toll road, not enough money would be generated for the project.
