The new political reform bill proposed by Chinese expatriates will almost certainly fail to pass during the next National People's Congress. All the leaders of the ruling party have stated openly that they would oppose it, out of concern for the potential damage to the nation's stability and prosperity.

Which one of the following statements, if true, provides the most support for the prediction that the new political reform bill will fail to pass during the next National People’s Congress?

A. If all the leaders of the ruling party endorse the new political reform bill before hand, it will pass into law.
B. Most bills at the National People’s Congress, which have not been passed into law, were not supported by even one leader of the ruling party.
C. Most bills at the National People’s Congress, which have not been supported by even one leader of the ruling party, have not been passed into law.
D. Most bills at the National People’s Congress, which have been passed into law, were not unanimously supported by the leaders of the ruling parties.
E. Most bills at the National People’s Congress, which have been passed into law, were supported by at least one leader of the ruling party.

两句型,所以选一个和第二句相关的。答案否定的有限考虑,所以选了C

Dear SDCAR, having read this question for serveral times, I still believe E is sound.

Since E states that if a bill gets passed, then there is at least one supporter. If we conversenegate E, we will get "if none of the leaders support the bill, then the bill will not get passed", which parallels the argument.

I do not doubt the correctness of C, but I also think E provides a solid support for the conclusion.

Good questions. Let's do an analysis of the answer choice E).
E) Most bills at the National People’s Congress, which have been passed into law, were supported by at least one leader of the ruling party.

Your analysis is ALMOST right, except that you forgot that there is a modifier MOST in the argument. When there is a modifier of MORE, MOST, LESS, LEAST in an statement, generally speaking there is NO contrapositive statement thereof. This is simply the nature of logics which require a clearcut line of YES or NO.

Therefore, we can ONLY use the answer choices in their NORMAL way of saying.

I see. Thanks so much for pointing it out.

Oh, I see.... So we can't just find the answer which seems to be no problem in logic, we must think about the real topic and the core point

But we do not care about those 法案是通过的. The passage wants to deduce what 法案不通过
