靠, 现在明白了.  
Old Tech  - powered by fuel
New Tech  -  powered by electricity.

但答案是在说
Fuel -----(power)---- old tech
Fuel------(generate)-----ecletricity---(power)-----old tech.  

对于一个公司来说, 他们的成本只相关后半部分, 但对于整个资源来讲,  电还是Fuel产生的.
在这里问的是宏观资源消耗问题 rather than 在一个公司范围资源消耗问题.

第一遍做题就错了看了这个帖子恍然大悟，第二遍又错了，又翻到这个帖子了。。

关于B这个选项，我是第一遍就排除了的，因为里面用了was显然是过去发生的事情，然而题设最后的结论是要说明现在的情况的。我记得以前一个外交说过，中国学生说英语时往往忽略了时态，其实这是一种习惯，没有意识到时态在英语中有多重要。他当时讲到雅思听力就说，很少有人去注意听力中的时态，然而时态往往对迅速理解对话的时间空间背景有很大的作用。这里扯远了。。。但是看看这道题的讨论，不管在这个论坛还是别的论坛里都没有涉及到B选项的时态问题，说明我们没有从根本上把握这门语言。。。

自己闲着瞎扯。。。大家见谅~
