我一开始也是觉得三是对的，因为原文中CS的员工因为A（开除人要很大补偿）所以倦怠->这就是为什么政府倦怠的原因。 我之前觉得两者之间的GAP就是政府员工即CS员工。现在仔细想想其实不然。原文明确的分开了CS和GORVERMENT是两个单位。那么如果三成立的话，只能说这些most empoyees既是政府员工，也是CS员工。即使如此，他们也只能被证明是在CS倦怠，而对于没有任何描述的政府是否倦怠是不成立的。因此这个联系时错误的。回归作者的原意，不难发现，其实作者是把政府和CS做了一个类比。通过对CS引起员工倦怠的原因折射出政府的原因。而不是推出两者是同质的。

MM的III是何以见得呢？我觉得碰到最高级就要当心。一般如果原文没有表现出这种最高级的意思答案都不选最高级的 。

而且我上看下看左看右看也看不出怎么可以得出III 的。
