比较题的一大原则是“比较基准要相同”
Ｅ选项通过指出两个部门的用量的比较基准是不同的，所以无法因此支持billing更浪费的结论。

更简单来说：你总是从我盘子里偷菜，导致我不够吃多盛了一碗，你能说我比你贪吃么？

这个E选项我也郁闷了半天，后来似乎是恍然大悟，就是在说billing很无辜，accounting很卑鄙，整天拿billing的东西来用，所以导致看上去billing用了很多supply的样子，实际人家自己没用，全让别人用了。。。真无语。。还有这种事。。。

谢谢，但是能解释一下E么？cabinet在此什么意思？C的话也不是完全无关吧，应该是即使有wider variety也不意味着就higher cost?

A是削弱
B无关比较
C无关比较   是说Biling和accunting的比较   不是now和past的比较
D无关
E说因为biling比accounting更容易拿到supply   所以是他因导致，支持了 the Head of Billing
