61. Neither a rising standard of living nor balanced trade, by itself, establishes a country’s ability to compete in the international marketplace. Both are required simultaneously since standards of living can rise because of
growing trade deficits and trade can be balanced by means of a decline in a country’s standard of living.

If the facts stated in the passage above are true, a proper test of a country’s ability to be competitive is its

就是不理解为什么会选择A。。。衡量一个国家商业能力是要同时考虑standard of living 和trade balance;但是文章中又是说了" trade can be balanced by means of a decline in a country’s standard of living"--就是贸易平衡是依靠standard of living下降来实现的。。。这个不是和A选项矛盾吗？。。。
OG上给的解释说的不详细。。。小弟刚做OG逻辑，第一轮复习中，希望各位指点。。。

题干：能力=生活水平&平衡的贸易。两个都是必须的，因为生活水平高可能是因为增加贸易赤字，而贸易的平衡可能通过降低生活水平实现。

正是因为如此，所以如果要能力增加，必须至少有一个不变，另一个增加，或者两个都增加。
而一个增加，另一个减少能力不一定增加。

A是一个保持平衡，另一个增加，则总量肯定增加咯~
这是一个加法题A=B+C，要想让A增加，B、C不能一个增加一个减少，否则不知道A的变化

想问下E哪错了？

trade defilcts（贸易赤字） rise是不好的，要去达到的是“trade balanced”(贸易平衡)。要达到的 conditions是 生活标准的提高和贸易的平衡。所以A是在说这两个东西的~最符合

题干第一句话：a rising standard of living 和 balanced trade，单独的话是不能让一个国家有竞争力的
第二句话：这两个条件要同时需要，since...(进一步解释）

就这两个信息

有竞争力 = a rising standard of living + balanced trade
A和题干所给出的意思一模一样

PS:要看懂neither ...or..., “两者都不”。原文还有个by itself，更加清楚

是must be true题型。
问题关键词If the facts stated in the passage above are true，即if ... true。bible讲到过的
